Remove spurious ipbus prefixes from ipbus_cdc_reg and ipbus_clock_div #169

The utility components ipbus_cdc_reg and ipbus_clockdiv are not at all specific to ipbus. It would be good to reflect this in the names by removing the 'ipbus' prefix.
