Request to pull code that allows MAC and IP address to be set from I2C attached PROM+UID chip.

Uses neo430 soft core CPU

Hi David, This is a quite significant addition for the ipbus repository, both in terms of number, types and origin of the new files which needs to be better understood before it can be considered for merging. Future maintenance must also be considered to decide whether a neo430-based approach is best suited for ipbus-firmware or should reside with the specific application. Let's to meet with @tswilliams at the first opportunity and go through the details.
