axi bus implementation on top address space of ipbus #193

This branch is required in order to use the axi_bus implementation in EMP (branch axi_bus). More details in that merge request.

As these changes are specific to a particular application (and solely involve the splitting of the AXI bus), they are out of the scope of this repository. So unfortunately these changes can't be merged in.
