Apply (Apache?) licence to repository and matching header to all relevant files #23

After many many emails we seem to be finally converging on a suitable licence for ipbus-firmware. The front runner is (for the moment) the Apache licence. Once confirmed the next steps should be taken

  1. Add a copy of the licence to the repository
  2. Identify the licence owners
  3. Prepend the apache licence header to all relevant files (what files are relevant?)
