Decrease metrics_collection_interval for kubo runners #9

As per https://docs.aws.amazon.com/AmazonCloudWatch/latest/monitoring/CloudWatch-Agent-Configuration-File-Details.html the metrics are collected every minute. If we decrease it they'll become https://docs.aws.amazon.com/AmazonCloudWatch/latest/monitoring/publishingMetrics.html#high-resolution-metrics but it might be worth it for the more granular visibility.

I enabled detailed metrics collection which means we collect metrics every minute.
