(in)consistency of name_state values #267

I have just spent a few hours tracking down problems when trying to _join the result of _readstate() with an external dataset. It turns out that the _namestate variable has some unexpected features:

  1. Capital D in de and do, so that values are Rio De Janeiro, Mato Grosso Do Sul, etc. Because that's not standard Portuguese spelling, it can mess up joins with other datasets.

  2. No accent on the first i in Espírito Santo. Same problems.

  1. wrong accent on "Amazônas"
