Have button(s) ("Stupid question", "malformed answers") to let users to complain that a question/answer is bad. This will make the user "feels" her voice is being heard and we will get useful signals to blacklist the question.
We might need > 1 unique vote to blacklist a question and it should depend also on # users who don't complain. But we definitely shouldn't show the same blacklisted question to the same user again.
