Add frontpage request to participate in the user registry #28

@hsanjuan I made a few copy edits to the form itself (non-substantial). Thank you for all the improvements to the questions! I also double-checked that the form link opened in an incognito tab so our permissions should be good to go.

However! @lanzafame and I could not get the site to run locally for review. On our local machines, it seems that templates aren't being found -- the site only partially builds. All subpages 404, and for example, the homepage looks like this:

Our best guess is that you're running an older version of Hugo. I'm on v0.44 installed via Homebrew -- what are you using? Or, perhaps this idea is a red herring. Any tips on how you run the site locally? Thanks!

@Mr0grog was able to answer my question -- thank you!! I also suggested a small note in our README (see PR #29 ) re: the proper Hugo version to run for this site. Back on track to actually review this PR :)
