Have a transparant process for developers to report time sinks and helping define a plan for reducing them

• Simple form for creating issue in ipfs/wg-qa-testing-dx (https://help.github.com/articles/creating-an-issue-template-for-your-repository/)
  • questions to ask: what is the time sink? how you think it can be fixed? how many hours wasted per week on the time sink? how important do you think this is to fix?
