migrate VuePress IPFS support to a plugin #412

Holding issue to migrate the IPFS support included in ipfs/ipfs-docs-v2/pull/46 to https://github.com/cwaring/vuepress-plugin-ipfs so this will allow IPFS support for other VuePress apps.

Completed npm install -D vuepress-plugin-ipfs
