Write Cluster testbed research plan #9

I think this is blocked until I finish #4, #5, #6, and #7 for a baseline of what we already have. If it feels like I can do this before I finish those entirely, I will.

I can move ahead without finishing those other issues. Working on a draft in google docs now because google has better writing collaboration tools, and then will move to this repo when it is a little more finalized.

We now have a pretty nice research plan :) In the end, it looks like we should provide a test suite for users to measure performance (in addition to questions to evaluate use cases, and evaluate user understanding of IPFS and Cluster systems). I'm checking with the team to see if it makes sense to break these two goals apart (general questions + performance testing), or (say, if the test suite isn't far off), reach out to participants at the same time to participate in both activities.
