Adds focus highlights for accessibility #329

Almost puts #284 to rest, with the exception of highlights for the four "quiz" accordions on the landing page. Paging @cwaring for help there (and to confirm that my code isn't utterly wack).

I'm ill qualified to evaluate the code, but it works brilliantly for me locally 🙌

@ericronne -- if @cwaring approves, I believe you're good to merge and ship! Note though -- make sure you're logged in to CircleCI first, or the deploy doesn't. Learn from my mistake :)
