I have verified that the workflows introduced in this PR are not responsible for test breakage as it currently breaks on master. Here's a PR demonstrating failures on current master - https://github.com/ipfs-shipyard/git-remote-ipld/pull/54. I've filed an issue https://github.com/ipfs-shipyard/git-remote-ipld/issues/55 and I'm going to merge it as-is to ensure we continue using maintained versions of CI workflows.
