Add modals for "learn more" links #82

Right now the "learn more" links send the user off-site to learn more, which assumes that they care deeply. For the civilian use case, that's probably not true.

If someone can add a template/component for a very basic modal, I can style it and write up some brief explanations that can also include outbound links for folks who really want to learn more. image

I'm going to work on language changes in a separate branch, but if @lidel @rafaelramalho19 or @terichadbourne would be willing to add a modal component, I'd really appreciate this — can then flow language into modals as needed. Thank you!
