fix: CI and update repo

Fixes CI, replaces https://github.com/ipfs-shipyard/pinning-service-compliance/pull/343

Fixes a number of issues and updates a number of deps.. more dependency updates to come in a later PR

• CI runs again, files uploaded.
• runs from dist folder now instead of ts-node on the source; paths updated
• fixes a few errors that were seen while making sure jobs were running successfully.
• we have linting now
• updated github actions and others that were deprecated and using old versions of node
