[x] electron 31 with critical chromium security fixes
[x] go over https://www.electronjs.org/docs/latest/breaking-changes for range 19.1 → 31
[x] remove deprecated dweb: handler (closes #1549, cc https://github.com/ipfs/ipfs-docs/pull/1855)
[x] ci is green
[x] do manual QA tests from https://github.com/ipfs/ipfs-desktop/blob/main/DEVELOPER-NOTES.md#manual-testing to ensure no regression in latest Electron
- [x] macOS-specifics work ok
- [x] Windows work ok

Green, tested on macOS and Windows, no regressions as far I can tell. Shipping to get latest Chromium to users.
