chore: disable dependabot.yml #4360

disabling dependabot by setting open PR count to 0 per https://docs.github.com/en/code-security/dependabot/dependabot-version-updates/configuration-options-for-the-dependabot.yml-file#open-pull-requests-limit

FYI: js-ipfs is being deprecated in favor of Helia. You can learn more about this deprecation and the corresponding migration guide here.

I think this is unnecessary - this should just turn itself off when we archive this repo, right?

It should ¯_(ツ)_/¯ depends on if we want to keep fighting dependabot prs until that's done, or just know that it's definitely done as we're cleaning up issues/prs.

I was just going to ignore/close them abruptly. The machines don't have feelings, right?
