This PR can be merged as it introduces no regressions. It only updates CI workflows to follow the new format. I've raised an issue for failing tests - https://github.com/ipfs/js-ipfsd-ctl/issues/821. I have also verified that the old workflow shows exact same behaviour - https://github.com/ipfs/js-ipfsd-ctl/pull/820.
