• [x] decide if need to ship kubo 0.32.1

Fix from go-libp2p-kad-dht v0.28.1 confirmed to restore accelerated client functionality in rainbow (notes) and kubo (notes) staging tests.

I'm going to merge this and cherry-pick into 0.32.1.
