Sourcing conferences to publish IPFS papers #228

Several people are interested in sourcing what conferences may be relevant for work around the IPFS project (including bitswap, libp2p, multiformats, ipld, ...). Many of us have wanted to make this list for some time. maybe we can gather it here. (cc @dgrisham, @diasdavid, @nicola )

We should even consider making a google calendar with all the conf submission deadlines :)
