We can use mdns/dnssd in a different ways (more to be added maybe):

node discovery only, connect to all nodes around, update routing table. let other routing systems do the rest.
actual routing (query for nodes, keys, and receive responses -- may have to connect with ipfs to get full response, but at least can broadcast queries)

publish the existence of an ipns entry for a node over mdns
move to a more generic multicast interface and do , routing and bitswap over multicast

That's given by the mdns/localdns/broadcast-udp routing system implementation
