[Feature] Add i2p Support #380

Feature: Add i2p support to IPFS Why?: Mainly for privacy and security but also to support decentralized web communications. How?: BitTorrent already has wide usage of i2p thank to i2p-snarks and XD. Related Issues: #37 https://github.com/ipfs-shipyard/ipfs-desktop/issues/958 https://github.com/ipfs/js-ipfs/issues/2173 Some Key Needed Features to Utilize IPFS over i2p:

[ ] i2p Bootstrap Node
[ ] i2p Transport & Peers
[ ] Proxy Support
[ ] Make a build that only uses /i2p
