Similar to RFC or EIP, it would be good to refer to IPIP with a number as soon as they pass a "consideration" threshold.
At the moment, issues and PRs are opened with a title "IPIP ". Having some sort of number assignment would help to consistently reference IPIP.
For instance, the IPIP defining IPIP would be IPIP-1, and follows. At first, this could be pruned by the steward team, or chosen by the IPIP proposer (if there are some particular number that appeal).
