ASCOM pulse guide failures should trigger an alert #423

A user reported a case where an EQMOD ASCOM error was causing pulse guide 
commands to fail.  PHD2 logged these errors but did nothing to alert the user.

PHD2 should put up an alert if pulse guide commands fail.

Alert message generated when a PulseGuide command fails. Fixed in R1673.
