Finalise IPLD spec #45

The IPLD spec document has the following warning:

UPDATE: we re-drafted this spec to deal with links. We hope to re-finalize it shortly. Sorry for any inconvenience. This was an important change to do before implementations shipped.

The last edit to the spec was 9 months ago. Is the spec finalised and can the warning (which prevents me from taking the spec too seriously) be removed?

Unfortunately, a quick glance reveals several bugs and things that still need to be hashed out.

And its also unclear - which of the proposals in other issues were accepted (especially the one about adding a RawHash)

Also ... until the next version is done, do we know what is in current code as some of the changes e.g. https://github.com/ipld/specs/issues/42 seem to imply they are building on something different.

Closing due to staleness as per team agreement to clean up the issue tracker a bit (https://github.com/ipld/team-mgmt/pull/28). This doesn't mean this issue is off the table entirely, it's just not on the current active stack but may be revisited in the near future. If you feel there is something pertinent here, please speak up, reopen, or open a new issue. [/boilerplate]
