Refactor/merge archive into core

This PR moves and merges archive into core simplifying our sysadmin tasks. Before pushing to prod:

• Move DB file outside of archive and into core DB folder
• Renaming static_file folders into:
• [ ] staticData/archive_blobs/
• [ ] staticData/archive_thumbs/
• Reinstall core packages once merged

For debugging purposes and backups it is easier to have all db and all static files under one place.

os.environ.get accepts a second parameter to use a default value. Don't remember why I changed it but these tests will be refactored to pytest at some point and they still do work.
