Frequency of the processor ?
Card size ?
Power Consumption ?
etc...

Embedded algorithms :

orbit propagation (what algorithm at what frequency ?)
planning algorithms (which ones ?)
data compression (how much data at what frequency ?)
sensor analysis (extended kalman filters, what frequencies ?)

This should help in defining the specs for the OBC
