I think it is necessary should be some type of check on this. I understand it is one of the core elements of legitimacy but the way I see it, this “allowance” has potential to be easily abused.

Agreed - there need to be anti-spam measures put in place to make sure that things are not stagnated by people trolling the consensus process - anti-trolling should probably be administered by some form of external micro-consensus that somebodies contention is valid at all. If somebody was trolling an organization internally, I'd imagine that many communities would have that member ousted immediately.
