Firstly, the “are informed” is a passive use of language, so is this intentional? Assuming those affected have a say in what they are being informed about? Is it the start of a decision or contention process? The usage of the words “are informed” may imply non involvement in the “being informed” process (when it is the members who are taking the first steps to start the process) Also, are these “stakeholders” the above mentioned “those significantly affected”? The usage of the same word description in both places might imply so. Who are the stakeholders?

I'm confused by what you mean or are implying - could you clarify this point?

Not necessarily? How could one have a say on being informed if they're weren't even aware they were to be affected by something external!?

Decision making is outside of the grasp of the contention process presented as a counterpart to the consensus process to be used for forming agreements. Hence depending on how the decision process is prescribed within an organization the particular decision may be subject to a different form of contention process or maybe the decision is just subject to a vote - it really depends on how the organization has setup its decision making structure. Correct, I this should be expanded and specified further in the definition.md and concepts.md files - the quoted text (by you) was intended to refer to members taking the first steps in informing although it is never explicitly stated. [ACIT]
