Given nucleation, and this being a public-facing repository, should we move this from protocol/ to ipfs[-shipyard]/ org and rename to something more self-explanatory, like ipfs[-shipyard]/public-goods-infra?

Agreed it should be moved out. That will also make sure others have edit permissions. (We hit this on 2024-01-04 during IPFS Shipyard planning for @2color).
