[BUG] OS10: don't configure IPv6 RA on loopback interfaces #1153

The test https://github.com/ipspace/netlab/blob/dev/tests/integration/vrf/04-multi-vrf-loopback-ipv6.yml crashes during configuration, and it seems like the problem might be IPv6 RA configuration on the VRF loopback interface https://tests.netlab.tools/dellos10/libvirt/vrf/04-multi-vrf-loopback-ipv6.yml-initial.log
