[BUG] Fix VXLAN on Cat8Kv #1222

VXLAN configuration from CSR 1000v does not work on Cat8Kv. Figure out what the problem is and enable VXLAN.

Although the Cat8Kv data sheet claims it supports VXLAN, the configuration examples from Cisco's IOS XE documentation do not work. Case closed.
