Cumulus NVUE vlan support #1519

Adds support for VLANs, passing most of the integration test cases except for the ones requiring routed subinterfaces on VLANs which are unsupported

Need to load the ebtables kernel module
Updates the clab image to networkop/cx:5.3.0 (most recent available)
Depends on https://github.com/ipspace/netlab/pull/1520 for kmods fix
