Users in the community have suggested we introduce a tiered masternode system.

The initial suggestion is to have the following structure.

Tier 1 (30,000 IPS) 40% of block rewards
Tier 2 (15,000 IPS) 20% of block rewards
Tier 3 (5,000 IPS) 10% of block rewards

This would mean another update, We will be halfing rewards in 30K blocks or so. With Tiered masternodes losing over 80% in value lately? The community got this one wrong 100%.
