Update gbt2gps.clk to fix validation errors #22

This replaces T2runtime/clock/gbt2gps.clk with a current one to fix the validation errors being caused by the first 14 entries.

Only affects MJDs 51909 to 51923, which now have 0.0 corrections. And adds about a year of data that was not getting updated.
