Parkes file in tempo2 is out of date #9

pks2gps.clk in tempo2 (which is the source for this repo) was updated in 2019. Much more recent files are available at: https://www.parkes.atnf.csiro.au/observing/Calibration_and_Data_Processing_Files.html

if we can figure out how/who updates tempo2, that will propagate through to this repo. But if we can't do that it might be better to change the method of update for this file.
