Actions need @key #61

Actions have the standard @id but that's reserved for the xml schema to identify the node for processing. We use @key to identify the subject of the marked up content. That should be added to the attributes for the action element.

Sure, I thought you wanted me to edit the schema, but I see now that it is an issue in a list of stuff for a 3.2. But I don't see that as a separate branch, so not sure where the change should be made.

Was really just running it by for your approval. We should create that branch I guess?
