Fix: Overhaul Radio Javan TV situation #13148

Describe your issue

  1. Move the Radio Javan TV to persian language category instead of unidentified (also move to music content category if it's not there already)

  2. remove the duplicate links that do the same thing(despite what the name suggests they are both adaptive resolution with maximum of 1080p) https://github.com/iptv-org/iptv/blob/3dc97cd8357878a0c268aeb99d4a3db41458fd20/streams/us.m3u#LL997C1-L1000C57

  3. use ip instead of domain to let iranian users bypass the government censorship http://74.115.215.41/live/smil:rjtv.smil/playlist.m3u8

I think this channel should also be moved to ir category, because they are only located in usa and nothing about them is american, all of the people behind it, their audiences, their programs, the artists, etc are all iranians and almost all of their viewers are located in iran and use DVB-s to watch them, similar channels are already in ir category like '4u tv'
