notebook does not show toc sidebar #1515

Hi,

all options are working in my notebook except the sidebar / floating window. It does not appear when I open the notebook, no matter with option I enable. Any ideas? versions: jupyter-notebook: 5.7.8

I tried it with firefox and chrome, both is not working.
