[TOC2] Floating sidebar keeps dissapearing in HTML exported notebooks #1547

furthermore - when reloading the page the table of contents sidebar only reappears when I have scrolled to the top!

nbconvert: 5.6.1

conversion command used:

jupyter nbconvert --no-input --to html_toc report.ipynb

EDIT: realized this is a shared repo for multiple extensions --- this issues is specifically for Table of Contents 2 (TOC2)
