Identify lower bound of CMake minimum version requierment #88

It's currently set to 3.9.2, chosen because I know it works. I think it can be lowered and would ease installation if possible.

I believe that CMake 3.0.1 is the lowest possible. This should support Ubuntu 16.04LTS onwards out of the box. See commit: 415a71f6f1f23f4500ada32b585db177f9c8506b
