Misc changes for 0.10.0-alpha.0 release

• CI moved from travis to github actions: debug and release binaries are built and tested. Format step is commented out, but will soon be added back;
• Changelog updated;
• Version updated;
• Dockerfile updated;
• Sample example updated;
• Clean up: several deprecated and unused scripts/files removed;
• Binary builder scripts updated;

All that remains is updating the README, formatting the code and reactivating the format step in the CI. I will just do the first though, and release this version. Next week we will have another release, where I will reformat the code.

True, I am merging this to add my changes from leoisl:0.10.0-alpha.0 into rmcolq:0.10.0-alpha.0 and then will open a new PR to master
