Add libs to git? #50

Should we add required libs to git. Or at least and install script?

I think we need a new repo whch is just the libs, for a semi-stupid reason. Stuff in libs/ is licensed in a variety of ways - mostly MIT but also totally open. This is all stuff we say is distributed with Mykrobe but which is not part of the license. Stuff above libs/ is licensed with the Oxford license. I think clearer/less ambiguous/safer/less lawyer prone, if libs/ is a different repo.
