Duplicate frames on restart

When I set restart-emacs-restore-frames to t, I get a duplicate frame on restart and the following warning:

Warning (frameset): Attempt to delete the sole visible or iconified frame

restart-emacs: 20180601.1031 from MELPA Emacs: 26.1 OS: Debian GNU/Linux (sid) Desktop: GNOME 3.30.2 (X11)

This happen when we set desktop-restore-reuses-frames to nil and doing desktop-read.
