Fix reload arguments on windows-nt #5

w32-shell-execute requires the PARAMETERS variable to be a space delimited string.

@ralesi Thanks for the contribution. It seems that your change has a regression, specifically the function restart-emacs--start-gui-on-windows is missing a closing paren, could you please fix it and force push.

You can use cask to run the tests and make sure everything is working
