bump modules #54

This PR brings the liquidity staking module current with cosmos-sdk v0.46.11, because, why not?

Done so far:

[x] Use standard cosmos-sdk protobuf build system
[x] formatting

remaining tasks:

[ ] check each .proto file for staking and distribution. Copy in changes that affect the sdk only.
[ ] adapt each .proto file to use cosmos.proto instead of previous techniques
[ ] lint with the new .golangci.yml config
[ ] cut release for the hell of it so there's a full 46 stack
