cleanup for final 46 release

This PR will:

• add a github action for ci
• run tests in ci
• complete strict linting for code and tests
• test as much as possible for full sdk 46 compatibility

Additionally:

• [ ] This box will be checked when a notional team member has confirmed that all .proto files have been manually checked against their sdk equivalents and updated to use cosmos-proto (see distribution.proto, but check that too -- I did that yesterday)

Anecdotal: biggest concern here may be compatibility with the tfl alliance module. I will speak with them about their thoughts. I am pretty sure that they modify both staking and distribution too.

@zmanian - I went with the "panic and halt if stuff goes wrong here" technique, as you can see above -- if you figure that should be reverted, please let me know.

I think we are good to go with v46, and we are going to hop directly to v47.
