The situation seems more complicated than it appears. The command line tools appear to depend on at least some of the cgi-bin binaries, which in turn depend on static assets in the html directory of the install. Probably best to leave as is for the moment.
In the long term, figuring out which binaries and why they are needed would be good, to help reduce install size.
