Track Elegant for Pelican 4.0 compatibility for updating peru.yaml #1

Current setup does use Pelican 4.0 which is incompatible with Elegant 'master' branch, hence, we're using peru.yaml tracking 'next' branch.

This bug will track when this is no longer needed to the peru.yaml can be reverted to defaults.

Already done as Pelican has released 2.0
