Make natural growth dependent on current population #10

More people=more babies

Correction. Natural Growth is already dependent on current population. We want it to be LESS dependent on cur pop. higher numbers are growing way to fast.

Also, overall nat growth is too fast. Needs to be slowed down.

One last thing to note: small population numbers transfer so slowly that, when we slow everything down, it will be impossible to abandon a planet

So, TL;DR: Nat Growth is TOO DEPENDENT on Current Population
